Según los planes, el edificio tenía que tener una mezcla de un estilo arquitectónico con una predominante influencia renacentista. Había tres pisos- en la primera se encontraban las oficinas administrativas del Condado, incluyendo a la de los topógrafos del condado, juez del condado y el procurador del condado. La corte del condado estaba situada en la esquina noroeste, ocupando un espacio de 40 por 20 pies (12.2 por 6.1 metros). El extremo del oeste de la segunda planta albergaba el 34º Tribunal del Distrito en un área que mide aproximadamente 65 por 40 pies (18.3 por 12.2 metros). En el centro del segundo piso llamado la vida social, había una apertura de 20 pies cuadrados a través de la cual la luz pasaba de la imponente cúpula situada sobre el tercer piso. Puesto que El Paso no tenía todavía un Palacio de Justicia Federal, la corte de los Estados Unidos y otras oficinas federales se encontraban en este piso. El edificio también contenía oficinas para el Juez del Distrito T. A. Falvey, el Fiscal del Distrito, el Aguacil y el Recaudador de Impuestos. La sala del jurado estaba junto a la oficina del Alguacil. Todos los techos contaban con una altura de quince pies (4.6 metros), y las escaleras de nuez contaban con seis pies (1.83 metros) de ancho.
