Rosa Guerrero es una artista, educadora, historiadora de la danza y humanitaria reconocida de El Paso. Su misión en la vida es promover la conciencia cultural, la armonía y la comprensión mediante el uso del arte y la danza. Fundó el Grupo Internacional de Danza Folklórica y es la primera mujer hispana de El Paso en que una escuela lleve su nombre. Ganó un premio nacional en el cine de documentarios por su película "Tapestry" (tapiz), así como muchos otros premios incluyendo el Premio de Arte y Humanidades LULAC, el Premio George T. Sánchez de los Derechos Civiles Humanos de la NEA e incluida en el Salón de la Fama Femenino de Texas. Uno de los vestidos de baile favoritos de Guerrero es el de La China Poblana, de la región de Puebla, México. El traje, cuyo diseño se atribuye a una sirvienta joven oriental de esa ciudad, siempre contiene los símbolos nacionales mexicanos del águila y la serpiente en la parte delantera de la falda con un elaborado trabajo de lentejuelas.
