Involved with cotton farming, cattle ranching, residential construction, banking, and other business, Mascareñas was the president of the Juarez Chamber of Commerce in 1954. He served as Municipal President of Ciudad Juárez from 1956-1959, overseeing a period of civic growth and development fueled by the PRONAF border industrialization program.
